The City of Salina is facing a lawsuit from Cozy Inn after the city stopped a mural commissioned to be painted on the side of its building from being completed. The Kansas Justice Institute, which filed the suit in the U.S. District Court of Kansas on behalf of Steve Howard, Cozy Inn's owner, said this halt in the completion of the mural is a violation of Howard's First Amendment rights.
