Man arrested in fatal January shooting in SE Portland, faces murder, bias crime charges

U.S. marshals arrested a Portland man Wednesday in a Jan. 19 homicide in Southeast Portland, police said. Kirk D. Belgarde, 53, faces charges of murder in the second degree, bias crime in the first degree and felon in possession of a firearm, court records show.
