Billings to vote on $143 million bond for a rec center, parks and trails

After a hearty, hours-long debate in the City Council Chambers on Monday evening, Billings’ elected leaders decided to ask voters if they want to pay more in property taxes to invest in parks, trails and recreation across the city.
