EL PASO, Texas — Edgar Salazar, a dental surgeon in Ciudad Juarez, across the border in Mexico, stood a few feet from slow-moving traffic on a bridge fretting about the U.S. clients who’ve stopped coming to his practice amid what the Trump administration has called a border “crisis.”
