Friday was a dry day. For the first time this week and the first time this month, it did not rain in Washington. But the sky nevertheless seemed well stocked with the atmospheric ingredients for rain, with dark and brooding clouds, and the emphatic breeziness that often accompanies a spring storm. That seemed especially significant on Friday.
