Flawed policies lead to ‘Black exodus’ from California

“You can vote with your feet in this country. If a state is mismanaged, you can move elsewhere,” Ronald Reagan said during his 1976 presidential run. His opponents criticized him for the comment, but he highlighted a great truth in our federal system.
