On a cool day last October, while federal officials in Washington, D.C., were squabbling to elect a new speaker of the House, Phil Scott was talking about construction. The Vermont governor stood in a spacious workshop outside Montpelier, the state capital, surrounded by wooden beams and workers wearing bright blue hard hats.
