A police captain in Morris County was caught on surveillance video stealing computer equipment containing police information along with his own internal affairs records, authorities said. Stephen Jones is charged with computer theft, theft by unlawful taking, tampering with public records and falsifying records, the state Office of the Attorney General said Wednesday.
