Given that Congress has become utterly dysfunctional in recent years, it's tempting to think the upcoming presidential election will be fairly low-stakes. Does it even matter what Jeb Bush wants for tax policy or what Hillary Clinton is proposing on paid leave? It probably won't pass anyway.
