CIUDAD JUÁREZ, México—The deaths of at least 39 migrants in a fire at a detention center in this border city across from El Paso, Texas, has increased scrutiny of the conditions at detention facilities run by Mexico’s immigration agency. Mexicans were appalled by a surveillance video showing migrants trapped in smoke-filled locked cells after some of the detainees set fire to mats in protest on Monday night.
