FARGO — May has been wet and shallow puddles are everywhere throughout the Red River Valley and all of them are perfect for mosquito breeding. Back in the early 1990s, when mosquito control was given only a relatively minor effort, summer life in the Valley was made miserable by hordes of mosquitoes.
