In February 2022, Jose “Joey” Torres announced to a crowd that he was running for mayor, according to the New Jersey attorney general’s office. There was nothing new about that. Torres had served as mayor of Paterson, N.J., in two stints between 2002 and 2010, and from 2014 to 2017. But Torres, 64, had ended his tenure in disgrace.
