Democrats’ hopes of turning a long-sought tax and energy agreement with Sen. Joe Manchin (D., W.Va.) into law now rest with another centrist Democrat in the 50-50 Senate with a history of foiling the party’s ambitions: Sen. Kyrsten Sinema (D., Ariz.).
