The Obama administration is considering a plan to allow young people from Honduras to apply for entry to the U.S. as refugees without making the often-dangerous trek here, an effort to stem a recent surge of illegal immigration by minors, senior Obama administration officials said Thursday.
Under the plan, applications would be considered inside Honduras, and those approved could safely migrate to the U.S. The hope is that those who aren't approved wouldn't come.
