Iowa Attorney General Brenna Bird had joined the legal effort to halt the federal rule A federal judge in North Dakota has temporarily halted new rules from the Biden administration regulating navigable waterways in 24 states, including Iowa. Supporters say the rule is intended to protect thousands of small streams, wetlands and other waterways throughout the nation.
