Hours before the deadline for another government shutdown on Thursday night, President Obama ducked out of the photo line at a White House holiday party to plead by phone with the No. 3 House Democrat, Representative James E. Clyburn of South Carolina, to help him head off a crisis.
Like a lot of White House allies, Mr. Clyburn had balked at a $1 trillion spending deal with Republicans that Mr. Obama wanted passed.
Up on Capitol Hill, Denis R. McDonough, Mr. Obama’s chief of staff, was facing the same resistance...
