• The Delaware Senate approved a "permit-to-purchase" gun control bill Thursday, sending it to the desk of Democratic Gov. John Carney. • The bill, which passed on a party-line vote, would require all prospective firearm buyers to be fingerprinted, undergo training, and receive permission from the state. • "This is a bill about responsible gun ownership," the bill's chief sponsor, state Sen.
