In a devastatingly critical report, a World Anti-Doping Agency panel accused Russia on Monday of complicity in widespread doping and cover-ups by track and field athletes during last year's Winter Olympics and other major events, and said they should all be banned from competition until the country cleans up its act.

Top Russian athletes have for years participated in a systemic doping regime involving bribery, extortion, and destruction of evidence, according to an international anti-doping agency report released Monday in Geneva, Switzerland.

An independent commission of the World Anti-Doping Agency has found that Russia engaged in state-sponsored doping and recommended that Russia’s track and field athletes be suspended from Olympic competition in 2016.
