It’s no Halloween trick. China Harbor, longtime dim sum hub and one of Seattle’s most beloved banquet halls, will rise from the dead. New owner Vince Zhao hopes to reopen under the name Seattle Harbor in early November, he told The Seattle Times on Friday.
