TEXARKANA, Ark. -- Gov. Sarah Sanders' education legislation, also known as the LEARNS Act, is gaining momentum in the state Legislature, with the House of Representatives overwhelmingly passing the bill Thursday and sending it to the Senate for a vote. The 145-page plan includes a number of issues, from salary increases to vouchers, that could overhaul public education in The Natural State.
