House Republicans moved closer to consensus Friday on legislation that would do little to immediately solve the crisis along the U.S.-Mexico border but would allow them to go home and tell voters that they did what they could before the start of a five-week recess.
GOP leaders cautioned that they still have not locked down the votes needed to pass border security legislation, which was dramatically pulled from the House floor Thursday because of a lack of support from conservatives.
