Hagel Addresses Cuts on First Day as Defense Secretary

After a divisive confirmation battle in Congress, Chuck Hagel began his first day as President Barack Obama's new defense secretary, addressing global problems as well as impending budget cuts at home.
Mr. Hagel spoke Wednesday before a packed Pentagon auditorium and to troops who watched from around the world. Signaling the tenor he brings to the job, Mr. Hagel told them U.S. can't impose its will on other countries and must be guarded in the use of force.
