Human Rights Report Increases Criticism of the UK, Ukraine, Brazil

The State Department released its annual Human Rights Report on Tuesday, which includes scaled-back criticism of countries including El Salvador, and harsher assessments of others. 

The Details: The report reduced page counts for several countries, and decreased criticism of US-allied nations such as El Salvador, Moldova, and Israel, which were mentioned in previous editions. It increased criticism of South Africa, Ukraine, and Brazil. The UK, France, and Germany were also described as having “worsened” in human rights conditions due to speech regulations. Sections on LGBTQ+ rights violations, included in reports during the Biden administration, were largely omitted. New categories such as “Life," "Liberty,” and “Security of the Person” were added.

For Context: Typically released in February or March, the report was delayed after the Trump administration conducted revisions to "streamline" it. For decades, the report has served as an annual account of human rights conditions in countries around the globe, and has been a resource to US policymakers, human rights workers, foreign governments, and judicial bodies worldwide. 

How the Media Covered It: Outlets on the left criticized the new report, framing it as favoritism toward Trump allies and reflecting Trump’s past criticism of other countries. NPR (Lean Left bias) included a chart showing decreased word counts for several countries, and cited an internal State Department memo instructing employees to remove categories on gender-based violence and environmental justice. The New York Times (Lean Left) said the report was “another sign of the Trump administration’s sharp move away from criticizing human rights offenses.” Left- and center-rated outlets, including Reuters (Center), noted the omission of Gaza’s death toll from the report. Reuters also covered US relations with El Salvador, reporting it received $6 million to house migrants in a high-security prison. Daily Mail (Right) was the only outlet on the right AllSides found to cover the report. It primarily focused on Britain’s report performance, citing examples of anti-semitism, regulations on speech, and criticism of 'safe access zones' around abortion clinics. It also highlighted Vice President JD Vance’s claim that Europe was shifting “away from democratic values.”
