The D.C. Council on Tuesday set temporary limits on how people can protest in residential areas across Washington, a city where demonstrators have frequently used their proximity to power to host early-morning “wake-up calls” outside decision-makers’ homes. The legislation, proposed by council member Brooke Pinto (D-Ward 2), was fast-tracked on an emergency basis and passed 9-2, with opposition from council members Trayon White Sr. (D-Ward 8) and Zachary Parker (D-Ward 5). It will be in effect for 90 days after Mayor Muriel E. Bowser (D) signs it.
