John Boehner Races Time on Debt Limit

Departing House Speaker John Boehner doesn’t want to leave increasing the debt ceiling to Rep. Paul Ryan, the Wisconsin Republican expected to win an election to succeed him this coming week.

But Mr. Boehner (R., Ohio) has little time and few options to dispatch one of the most politically repellent issues for Republicans. That is likely to leave him with no other choice than to bring to the House floor early in the week legislation raising the federal government’s borrowing limit with n
