While Donald Trump’s ties with Russia have been under investigation by the F.B.I. for weeks, the Trump administration has enlisted senior members of intelligence agencies and Congress to dispute the issue by calling news organizations and offering their version of events. The White House also tried unsuccessfully to get F.B.I. officials to counter news stories about Trump and Vladimir Putin.
