GOP’s ‘Dysfunction Caucus’ Blocks McCarthy as Government Shutdown Looms

The big problem facing House Speaker Kevin McCarthy (R., Calif.) as he tries to win over a dozen or so holdout Republicans: It might be impossible to make enough of them happy to head off a government shutdown.
With less than two weeks until funding lapses, the GOP-controlled chamber is stalled over how to move forward with a short-term funding bill. A typically routine procedural vote Tuesday was postponed amid opposition from a small number of GOP lawmakers. Party leaders have been holding meetings to try to get more dissidents on board, but no clear path forward emerged.
