President Biden said he raised some of the biggest issues dividing the U.S. and Russia during a summit with President Vladimir Putin, including Moscow’s aggression toward Ukraine, alleged cyberattacks against the U.S. and jailed Russian dissident Alexei Navalny.
“The bottom line is I told President Putin that we need to have some basic rules of the road that we can all abide by,” Mr. Biden said at a news conference Wednesday following the summit.
Mr. Biden said he called on Mr. Putin to respect human rights and raised the case of a pair of Americans who are imprisoned in the country. He said the two leaders agreed to start a strategic stability dialogue made up of military officials and diplomats. The new group will be focused on arms control, among other things.
