Congress Works to Avoid Government Shutdown

After Republicans passed a major tax rewrite on Wednesday, budget experts thought there was no way Congress would let the government shut down days later.
But we can't entirely rule out a shutdown going into Congress's Christmas break. Lawmakers have until midnight Friday to pass a spending bill to keep the government open, and Republican leaders don't have a plan for how to do that.

Republicans in the U.S. Congress plan to move forward with a plan that will keep the federal government operating past Friday when funding expires and also directs some funds toward defense and health, according to a copy of the bill released on Thursday.
There is a very distinct possibility there could be a government shutdown after 11:59 p.m. ET Friday.
But first, the House Rules Committee plans to meet Thursday, likely starting at 8 a.m., to prepare a stopgap government spending bill that they can present later Thursday to avoid a shutdown, Fox News has learned.
