Portland police removed 13 dogs and two cats from a home in Portland’s Lents neighborhood on Tuesday because they were allegedly being neglected by their owner. The Multnomah County District Attorney’s Office signed a warrant for the seizure on Tuesday after prosecutors received multiple reports that the animals were being underfed and kept in hazardous conditions, officials said in a statement.
