The Justice Department accused the Minneapolis Police Department of rampant discrimination, unlawful conduct and systemic mismanagement in a scathing 89-page report released on Friday.

The federal investigation, launched in the aftermath of the murder of George Floyd by a Minneapolis officer, โ€œfound that the systemic problems in M.P.D. made what happened to George Floyd possible.โ€
