McDonald’s shares responsibility with its franchisees in issues regarding working conditions, according to the general counsel of the National Labor Relations Board.

The decision, discussed Tuesday with McDonald’s and parties, is significant because McDonald’s has long maintained that its franchisees are independent owner-operators who set their own policies, including wages. Roughly 90 percent of McDonald’s U.S. restaurants are owned by franchisees.
