One day after Senate Democrats dealt a blow to President Barack Obama’s trade agenda in the upper chamber, House Speaker John Boehner (R-Ohio) said he is “still optimistic” Congress has the votes to give the president authority to fast-track international trade deals.

The White House tried to salvage President Obama’s free-trade deal on Capitol Hill Wednesday, even as House Democrats intensified their opposition to the measure and blamed Mr. Obama for mishandling the politics of his top second-term priority.
