FBI Investigates Fatal ICE Shooting of Unauthorized Immigrant in Chicago

The FBI is investigating the shooting of Silverio Villegas-Gonzalez, an unauthorized immigrant in Chicago who was shot and killed by US Immigration and Customs Enforcement (ICE) on Friday after allegedly driving his car at a group of agents.

The Details: A spokesperson for the Department of Homeland Security said ICE had been trying to arrest Gonzalez during a traffic stop, but he resisted and drove toward the group. They said an agent was then dragged along by his vehicle, and “fearing for his life,” opened fire. Local lawmakers, the Mexican government, and Gonzalez’ family have called for an independent review of the shooting. A senior Department of Homeland Security official said the agents involved weren’t wearing body cameras.

Body Cameras: In January 2024, ICE under the Biden administration adopted a policy requiring body cameras for "enforcement activities" from the beginning of an operation to the end, though it only applied where cameras had been issued. In February 2025, ICE reinforced its internal requirement to wear body cameras during enforcement activity, but many agents still have not been issued cameras. On January 20, President Trump signed an executive order revoking the 2022 mandate that all federal law enforcement agencies use body-worn cameras. The Drug Enforcement Administration (DEA) ended its body camera program, but the US Marshals Service and the Bureau of Alcohol, Tobacco, Firearms and Explosives still require them.
