Prices really are lower at Joe V's Smart Shop compared to H-E-B

H-E-B has a low-price format store that most people in East Texas and now North Texas know about. It's called Joe V's Smart Shop. The San Antonio-based grocer opened its first Dallas Joe V's Smart Shop store in mid-June with a second one on the way. The store marks the first outside of Houston, where H-E-B first started the low-price format store to being affordable groceries to neighborhoods.
