El Paso voters to decide Downtown arena's future on Nov. 5 ballot, City Council rules
El Paso voters will soon be able to decide the fate of the long-delayed Downtown multipurpose center. The El Paso City Council voted 5-3 during its meeting Tuesday, Aug. 13, to add the following question to the Nov. 5 ballot.
