ORLANDO, Fla. – An election happening right now in Orlando will decide who takes over a city council district while its commissioner faces charges of elderly exploitation. Voter turnout in the District 5 runoff between Travaris McCurdy and Shaniqua Rose is barely above 6% of the 21,300-person electorate.
