Homeless men sue Seminole for criminalizing panhandling

Carl Faustin is a homeless and disabled man who’s made his living for years by holding signs at busy intersections in Seminole County asking for money, food or help from passers-by. But in court documents Faustin claims sheriff’s deputies recently threatened him with arrest if he doesn’t leave the area because of a nearly decade-old county ordinance that bans aggressive panhandling along streets, sidewalks and other public areas.
