State court ruling leaves Pa. city without insurance to defend against retired cop’s lawsuit

WILLIAMSPORT—The city of Williamsport is without insurance to pay for the defense against, and any possible award, in a suit brought by a now-retired police officer who said he was bypassed for promotion as retaliation. The U.S. Third Circuit Court of Appeals Wednesday affirmed U.S. Middle District Judge Matthew W. Brann who had found Charter Oak Insurance Co. is not obligated to provide the defense in latest suit brought by former Lt. Steven Helm.
