The owner of an auto dealership in Plaistow, N.H., was arrested on Wednesday for neglecting to provide a customer with a certificate of title after a car sale within the time required by law, officials said. Nicholas Giangarra, 29, of Newton, N.H., and owner of JTS Auto & Truck, was arrested on a warrant and charged with one count of Anti-Theft Laws: No Title To Transferee, which is a misdemeanor offense, according to a statement from New Hampshire State Police.
