WILLIAMSPORT — A federal judge says it is plausible a Williamsport police officer lacked probable cause to arrest a man who spent about four months in jail before the charges against him were dropped. U.S. Middle District Judge Matthew W. Brann reached that conclusion Tuesday in allowing certain claims Cecil Thompson brought against Jason Bolt to continue.
