Nebraska Secretary of State sending 35,000 letters to voters without IDs ahead of primary

Nebraska's top election official will mail letters to about 35,000 state voters who may not have valid photo IDs ahead of the May 14 primary election, which will mark the first in Nebraska requiring a photo ID to cast a ballot.
