MINOT — When the governor's office commemorates American Heart Month in Memorial Hall at the state capitol building in Bismarck today, it will not be Gov. Doug Burgum presiding. It will be Lt. Gov. Tammy Miller, per a press release from Burgum's office. From one perspective, this isn't unusual.
