GRAND FORKS — Interstate 29 was closed on Saturday afternoon from Fargo to the Canadian border due to blowing snow, icy road conditions, near-zero visibility and stranded vehicles. Much of northeastern North Dakota remained under a no-travel advisory as of 4 p.m. Saturday. It was the latest development in a storm that brought snow and blustery, frigid winds to Grand Forks at the end of a week that also saw record-high temperatures.
