City Council adopts deal that calls for independent monitor to oversee settlement on Portland police reforms

The Portland City Council on Wednesday unanimously approved a negotiated deal that will allow an independent monitor to oversee police compliance of fewer federally-mandated reforms stemming from a 2014 settlement over use of force. The agreement dismisses the city from about half of the settlement’s other demands. Mayor Ted Wheeler said the “very solid compromise” will allow the city to focus on improving areas of policing that need the most attention such as use of force, training, use of police body-worn cameras and creation of a new police oversight board....
