Republican-controlled legislative committees are unconstitutionally blocking authorized pay raises for around 35,000 Universities of Wisconsin employees and stalling conservation projects in a bid to prevent the executive branch from carrying out its functions, Gov. Tony Evers argues in a lawsuit filed Tuesday. The lawsuit filed directly with the liberal-majority Wisconsin Supreme Court alleges that Republicans in the Legislature have violated the constitutionally mandated separation of powers by creating "legislative vetoes" that allow small legislative committees to "impede, usurp, or obstruct basic executive branch functions."
