New York City continues to deal with the lingering rain on Monday, Sept. 25, 2023, after Tropical Storm Ophelia made its way through much of the northeastern U.S. over the weekend. The slow-moving storm brought heavy rain and winds as it lingered over the Carolinas and up the coast into NYC.
