Thousands of migrants a day are once again streaming into the U.S. from Mexico and overwhelming a Texas border community—this time the city of Eagle Pass, where the mayor has declared a state of emergency. Mayor Rolando Salinas Jr. has asked for state and federal help in his city of about 28,000 people, as thousands of migrants have been crossing the Rio Grande into the city daily.
