ROCHESTER — The Rochester City Council voted 6-1 Monday to cap the city’s property tax collection in 2023 at $101.5 million. “This is the top we can go,” council member Shaun Palmer said of the approved preliminary tax levy to fund the current version of a proposed 2024 city budget. “We can always go lower before Dec. 4.” Council member Patrick Keane said the proposed 9.44% increase “feels high,’ but he pointed out it’s the amount needed to maintain existing services that are expected by city residents amid increasing costs...
