(AP) — The prospects of enacting soon an overdue North Carolina budget, permitting more state-sanctioned gambling and implementing Medicaid expansion stayed uncertain Monday as Republicans suggested dividing the topics between two bills. But most Democratic colleagues were unwilling to provide the necessary votes.
